Afghanistan Civil Aviation Authority (ACAA) is in the process of expanding the aviation industry of the country into a more competitive status both financially as well as in the operating level. This will enable the industry to respond to current and future aviation standardization. To do so, there is a need for a comprehensive strategic evaluation and analysis from the world’s top aviation industries in terms of financials and regulating the sector. Financial analysis of top aviation industries would enable ACAA to figure out various strategies for the aviation industry’s financial stability. Financial analysis of the world’s sophisticated civil aviation industries will comprise of the evaluation of financial and fiscal policies of the industry and will end-up with recommending their positive implication to the Afghanistan Civil aviation industry. Furthermore, ACAA operations and activities need to be analyzed to ensure that existing government regulations are upheld within the market. Hence, coordination and research and preparation of in-depth regulatory evaluation for the current ACAA assets and operations are required.
Capacity Building Specialist will be responsible for managing significant, strategic issues and problems related to capacity development in civil aviation, where analysis of circumstances and information requires an in-depth evaluation of factors. He/She will work under the direct supervision of the HR Director. The incumbent is expected to perform the following duties and responsibilities including but not limited to
The payment/Salary of the Legal Specialist will be NTA based competitive salary founded upon the candidate education and experiences. The monthly salary will be determined in the contract signed. The actual term of the payment will be count from the date the Senior Planning and Policy Specialist starts working at ACAA.
Scope of Work and Objectives
Under the direct supervision of the HR Director, the Capacity Building Specialist shall;
Organize and oversee the implementation of periodic training/capacity building built in line with the priorities identified by regional and national partner institutions.
Ensure the inclusion and consistency of capacity development plans in the program for the development of aviation personnel.
Identify and organize collaboration partnerships with selected international trainers and capacity development experts.
Facilitate the network of countries level experts on training and capacity building.
Ensure the sharing of experience between countries/programs and the dissemination of good practices in capacity development in the Afghanistan civil aviation sector.
Analyze/assess capacity building needs and support the development of training plans and the formulation of national capacity building strategies including outsourcing capabilities training to excellence centers at national and local levels.
Coordinate/align training modules to direct beneficiaries of the programs on the basis of best practices and ICAO standards and the principle of “learning by doing”.
Provide technical assistance to partners in developing training materials and techniques that involve interactive learning.
Provide technical advice in program design, implementation, and monitoring.
Develop technical reports on capacity building activities.
Monitor and evaluate the training program’s effectiveness, success, and report on them
Liaise with government, NGOs, international and national partners to ensure collaborative capacity development efforts as assigned.
Other duties as assigned.
Capacity Building Specialist will directly report to the ACAA HR Director.
Qualifications of a Successful Candidate
Considering the above criteria for duties and responsibilities, a successful candidate must have the following qualifications in order to be considered as well-qualified for the position of Capacity Building Specialist at ACAA:
Bachelor’s Degree in Business Administan, Public Administration, Economics, HR, international development-related discipline, or related fields (Master degree is preferred and possession of Relevant Master’s degree will reduce the number of years of experience to three (3).
Work Experience on capacity development and Computer Skills
Minimum 5 years of practical experience in capacity development.
Having working knowledge of international treaties, conventions, and agreements is desirable.
Minimum of 3 years of relevant experience for candidates with a relevant Master‘s degree.
Excellent command of both oral and written English is a must.
Excellent command of both oral and written, in at least one of the local languages (Dari and Pashto) is required.
Excellent knowledge of office applications and important computer programs is required.
