About Afghanistan Civil Aviation Authority:

Afghanistan Civil Aviation Authority (ACAA) is in the process of expanding the aviation industry of the country into a more competitive status both financially as well as at the operating level. This will enable the industry to respond to current and future aviation standardization. To do so, there is a need for a comprehensive strategic evaluation and analysis from the world’s top aviation industries in terms of financials and regulating the sector. Financial analysis of top aviation industries would enable ACAA to figure out various strategies for the aviation industry’s financial stability. Financial analysis of the world’s sophisticated civil aviation industries will comprise of the evaluation of financial and fiscal policies of the industry and will end up with recommending their positive implication to the Afghanistan Civil aviation industry. Furthermore, ACAA operations and activities need to be analyzed to ensure that existing government regulations are upheld within the market. Hence, coordination and research, and preparation of in-depth regulatory evaluation for the current ACAA assets and operations are required.

The incumbent is expected to perform the following duties and responsibilities including but not limited to

Scope of Work and Objectives

General: The incumbent will work effectively under the supervision of the Investment and Public Relations Department the Executive Director and will report to the Investment and Public Relations Department. The responsibilities of Private Sector Development Expert include but are not limited to:

  1. review and draft documents/ agreement(s), ensuring that all documents/ agreements submitted to the ACAA DG for approval and signature conform to the organization’s rules and procedures;
  2. Produce a mapping of existing women coalition and networks and ongoing initiatives in Sierra leone including regional coalitions and lessons learned.
  3. Lead the coordination of multi-stakeholder consultations on electoral law reform
  4. Participate in the different coordination meetings around women’s political participation and leadership.
  5. Identify potential national and international partners and existing coalition and networks
  6. Develop a coordination matrix and lead the coordination meetings
  7. Liaise with the donor community and ensure regular and businesslike communication
  8. Identify potential programmatic areas of cooperation
  9. Research opportunities and avenues for expanding resource mobilization partnerships, including through existing capacities of networks, government, the private sector in Sierra Leone, and donor community to fund the program.
  10. Helps colleagues work effectively with clients in different contexts and from diverse backgrounds and country situations.
  11.  Adapts own approach and style when interacting with clients, as opposed to requiring them to adapt.
  12. Draws upon international best practices in exploring solutions with clients.
  13. Confirms the clients’ understanding and agreement before progressing
  14. Lead tailored research and analysis on the industries and sectors, related to IDRC Programs, on the global environment in which they operate, and on issues, trends, and developments in international trade, science technology, and innovation, and business relationships to identify common priorities and approaches
  15. Interpret the findings of this research and analysis to design, develop and recommend strategies, based on IDRC’s PSE Strategy, for the identification and delivery of programs and projects in promotion of strategic engagement with private sector actors to further IDRC’s mandate.
  16. Plan, develop and manage, with the Program Director, collaborate and working alongside specific private sector actors in the delivery of the Program’s overall objectives through the implementation of targeted projects.
  17. Provide expert advice and recommendations to IDRC’s senior management on strategies, policies, as well as program or project initiatives to advance IDRC’s engagement with private sector actors to enhance the use and impact of IDRC-supported research.
  18. Provide functional direction and advice to Programs as well as external partners and grantees and coordinate actions related to horizontal files.
  19. Manage a work section, with responsibility for recruiting, assigning and supervising work, providing direction, evaluating performance, and recommending training.
  20. Hire and supervise work of contractors, work teams, and negotiating and coordinating joint projects with internal and external partners.
  21. Lead the development and improvement of processes, systems, or tools in support of the implementation of the PSE Strategy at IDRC.

Qualifications of a Successful Candidate           

Considering the above criteria for duties and responsibilities, a successful candidate must have the following qualifications in order to be considered well qualified for the position of Legal Specialist at ACAA:

  1. Bachelor’s Degree in business administration, law, and political point (Master’s degree is preferred and possession of Relevant Master’s degree will reduce the number of years of experience to three (3).
  2. Work Experience and Computer Skills
  3. Minimum 5 years of professional experience in the business.
  4. Having a working knowledge of international treaties, conventions, and agreements is desirable.
  5. Minimum of 3 years of relevant experience for candidates with relevant Master‘s degrees.
  6. Verbal and written communication for understanding project requirements and explaining these needs to employees and third-party providers
  7. Leadership and motivation to guide team members in making consistent progress
  8. Excellent command of both oral and written English is a must.
  9. Excellent command of both oral and written, in at least one of the local languages (Dari and Pashto) is required.
  10. Excellent knowledge of office applications and important computer programs is required.
